普惠型医疗保险发展:实践困境与优化方向

近年来,普惠型医疗保险成为多层次医疗保障体系发展的一大热点。文章首先介绍了中国普惠型医疗保险的发展现状及主要特点,其次通过对国内部分保险公司线上及线下调研,发现当前普惠型医疗保险发展面临配套法律法规有待健全、市场认可度普遍偏低、可持续经营能力不强、保险效果低水平重复、相关主体联动不足等困境。进一步分析美国、英国、德国、新加坡相关经验,提出具体的优化路径:以优化顶层设计为立足点,提高保险规制水平;以强化市场环境建设为切入点,提升市场认可度;以优化运行模式为突破点,激发保险生命力;以设计差异化产品为关键点,强化保险增补性;以建立联通机制为动力点,提高相关主体协同度。     

Does the social security fund help non-financial enterprises to transform from the virtual to the real?

At its 19th National Congress, the Communist Party of China vowed to “strengthen the financial sector’s ability to serve the real economy.” However, many studies provide evidence of the opposite trend, a problematic “transition from the real to the virtual,” among Chinese enterprises. Meanwhile, the investment efficiency of China’s Social Security Fund (SSF), a public fund, attracts much attention. In this context, we use A-share listed companies in China from 2009 to 2018 to study the relationship between holding by the SSF and enterprise financialization. We find that SSF holding significantly inhibits financialization and that this effect is non-linear. Mechanism analysis indicates that SSF holding suppresses enterprises’ financialization mainly by improving their governance. Moreover, SSF holding more strongly inhibits small-scale (vs. large-scale), state-owned (vs. non-state-owned), and non-eastern (vs. eastern) enterprises in China. Furthermore, SSF holding can alleviate corporate value impairment caused by financialization. The conclusions enrich theoretical research and provide empirical evidence that may help regulatory authorities to guide investment by enterprises and prevent financial risks.     

Modeling Disinterest and Dislike: A Bounded Bayesian Mixed Logit Model of the UK Market for GM Food

Mixed logit models represent a powerful discrete choice analytical model but require assumptions about the functional form of the parameter distributions. The use of unbounded distributions, such as the normal distribution, may be regarded as unsuitable where theory indicates that all are negatively affected by increases in an attribute, such as price. Bounded distributions such as the triangular and log-normal are unable to model the case where a section of the population is indifferent towards an attribute, while the remainder are negatively disposed toward it. Train and Sonnier’s bounded mixed logit model accommodates these features and is employed in this paper. A censored normal and Johnson’s S_b distribution are used to model preferences in the UK for food attributes, including price and GM technology. Bi-modal distributions are identified regarding GM food: some are unlikely to ever consume it, some are close to indifference and willing to consume at relatively small discounts while the remainder are fairly unresponsive to further price reductions.

要成为一个经济强国，其资本市场一定要开放。资本市场一开放，将对该国的金融安全产生威胁。资本市场开放使国家减弱了对汇率、利率的调节能力。我国的国民经济高速发展，国际收支状况良好，人民币汇率稳定，证券市场有了一定的发展，因此具有一定的抗冲击能力。但目前，我国在资本市场抗冲击能力上仍存在不少问题。要提高资本市场抗冲击能力，就要选择有限制的直接开放模式。

生态安全是实现城市可持续发展的必要保障。本文通过对水资源安全、环境安全、物种安全、生物入侵这四个当前主要城市生态安全问题进行讨论,分析了它们对城市生态系统服务功能的影响,并相应提出了解决对策。     

我国绿色食品出口贸易中存在的问题及对策探析

20世纪90年代以来,绿色食品贸易在全球兴起并已成为人类社会可持续发展的必然选择。然而,尽管在国内绿色食品生产日益社会化、市场化、国际化的背景下,我国绿色食品已经呈现出蓬勃发展的良好态势,但出口数量和出口规模还是偏低。本文在分析我国绿色食品出口中存在的问题及原因的基础上,探索相应的对策,以期为我国绿色食品竞争优势的提升提供有益的思路。

VPN是企业内部网在因特网等会共网络上的延伸。通过一个私用的通道采建立一个安全的私有连接，将运程用户、公司分支机构、公司的业务伙伴等跟公司的内部网连接起来。构成一个扩展的公司企业网。通过虚拟专用网络既实现了传统专用网络所需的性能，同时相对于传统的专用网络又大大降低了网络的运营成本。对VPN技术的原理进行分析研究，可以充分发挥其优势，为企业的现代化管理与经营服务。     

Land conservation and tenure security in Kenya: Boserup's hypothesis revisited

Land conservation technologies used by farmers are known to play an important role in improving farm incomes and household welfare in the long run. For this reason substantial investments have been made in research to improve agricultural technologies in various parts of the world, from the development of new crop varieties to new practices of land management. This paper explores the impact of land rights among other factors on adoption of soil and water conservation practices. The study further tests for Boserup's hypothesis (correlation between population density, land conservation and property rights) using panel survey data collected from farming households. The key findings of the paper are that property right regimes and population density affect both the decision to conserve land as well as the type of conservation practices used by farmers. The results further suggest a positive correlation between land tenure security and population density, thus supporting Boserup's hypothesis. The findings call for pursuit of both short-term and long-term policy measures that offer incentives for land conservation through government initiatives and participation of local communities.
